REGULATING ARTIFICIAL INTELLIGENCE IN AN INTERCONNECTED WORLD: CHALLENGES, RISKS AND OPPORTUNITIES

Abstract
In an era of rapid advancement in Artificial Intelligence (AI) technologies, businesses, public administrations, and NGOs worldwide are competing to implement the latest developments quickly and efficiently. However, while eager to capitalize on cutting-edge tools, many actors tend to overlook or underestimate the associated risks and fail to establish adequate safeguards. Based on a comparative study of several legal systems with advanced AI regulations, research reveals that current legislative initiatives adopt differing approaches, yet commonly leave significant terminological, technical, and teleological gaps that ought to be addressed as the technology evolves. However, the unprecedented pace of innovation and the profound societal impact of AI make it increasingly difficult to resolve emerging issues before new ones arise—highlighting the need to rethink traditional regulatory approaches.This research seeks to emphasize the risks posed by a lack of proper regulation to rights of the individual and societal well-being at large in lights of technological peculiarities and practical features unique to AI-powered systems. It further aims to summarize global policy approaches to AI governance and identify key directions for developing an international framework that supports and coordinates efforts toward responsible AI deployment — aligned with the goals of sustainable development and respect for multicultural realities in Europe and around the world.
