GOVERNING QUANTUM SUPREMACY: ETHICAL CHALLENGES AND POLICY FRAMEWORKS

Abstract

With quantum computing potentially outperforming classical computers in certain tasks, deep ethical, social, and policy questions arise, especially at the quantum supremacy threshold. The ethical implications and policy readiness of quantum supremacy deployment are examined in this paper based on a multidisciplinary literature review and comparative policy analysis of early-adopting countries. Our results reveal important governance gaps and call for anticipatory and ethically grounded regulatory frameworks. It concludes with policy recommendations and future directions for research towards responsible quantum innovation.
